Overseas doctors must register with the Singapore Medical Council (SMC) to begin clinical practice in a public healthcare institution in Singapore. Below is a summary of the Council’s mandatory criteria for fellows before applying for medical registration with SMC.
Mandatory Criteria
| - Candidate must possess a basic medical degree from an accredited medical university or school.
- Completion of at least 12 months of housemanship/ internship or equivalent, plus a minimum three years' experience as a Medical Officer, is required.
- Current registration as a medical practitioner in the country of practice is required.

English Proficiency Test (Only applicable if Basic Medical Qualification was not taught entirely in English) | IELTS: Minimum of 7 in all components (Listening, Reading, Writing and Speaking)
TOEFL: Minimum of 250 marks for computer-based, 600 marks for paper-based, or 100 marks for internet-based tests
- OET: Minimum of Grade B
Note: SMC accepts results from IELTS, TOEFL and OET within the specified range, valid for two years from the test date, for all new applications.

Sponsorship (Pharmaceutical company sponsorships are not acceptable) | Candidate must be sponsored by either: 1) A Government / Regional Health Authority OR 2) An appropriate institution in their home country (current employer) for fellowship training in Singapore. The doctor must be employed full-time by the sponsoring institution, working at least 40 core duty hours per week.
