Quality & Accreditation

We support doctors and other healthcare providers through rapid and reliable analysis of clinical specimens; provide advice on the appropriateness, interpretation and limitations of different tests; develop our services by responding to the needs of the users, evaluate and employ new techniques and instrumentations and invest in the professional development of the staff.

Our Department has a strong infrastructure of policies and procedures which constantly monitors the three phases of analysis (pre-analytical, analytical, and post-analytical) to ensure quality in the whole testing process - from blood collection to reporting of test results. Our internal quality control programme helps to maintain the accuracy and precision of our results. It also helps our staff to make daily decisions on accepting or rejecting an analytical run. We operate, maintain and calibrate our analysers, measuring instruments and test equipments according to manufacturer's instructions. Staff training and continuing education programmes are also provided.

We subscribe to external quality assessment schemes such as the CAP, RCPA and UKNEQAS, Bio-Rad Laboratories EQAS, QASI and the National Proficiency Testing Programmes. Besides providing a peer review of our performance, these extermal QA surveys also provide an indication of the accuracy and precision attained in our testing process and the competence of our staff. Our participation in EQAS programmes is amongst the most comprehensive in this region of the world.

Through our quality management programme, we systematically evaluate the quality and appropriateness of our services. Internal audits are conducted at planned intervals to determine if we have conformed to, implemented and maintained our quality management, and monitor our compliance to regulatory and accreditation requirements. We have regular reviews to follow up and address recurrent problems, and to evaluate new or redesigned activities.

Our Department has been accredited by the College of American Pathologists since 1994; Singapore Accreditation Council - Singapore Laboratory Accreditation Scheme to ISO/IEC 17025 (medical testing) from 1 August 2005 and therefore ISO15189:2003. Every re-accreditation gives the staff a deeper sense of accomplishment, and a greater level of confidence in meeting the highest standards of practice.

The Department of Laboratory Medicine has been accredited by the following:

  • Licensing and Accreditation Dept (Health Regulation Division, Ministry of Health)
  • MOH's National Public Health Unit for our HIV testing facility

 

American Association Blood Bank (AABB) – International Certificate of accreditation for the following activities:

  • Cell Therapy Activity:  Haematopoietic Progenitor Cells and Cord Blood 

  • Transfusion Activities

  • Donor Center Activities

 

  • Singapore Accreditation Council (SAC) - Singapore Laboratory Accreditation Scheme to ISO15189:2003
    • Full laboratory accreditation

 

  • College of American's Pathologist (CAP) - Laboratory Accreditation Programme
    • Full laboratory accreditation including Molecular Pathology and Flow Cytometry

 

  • The National Glycohaemoglobin Standardisation Program (NGSP)
    • Level 1 Laboratory Certification


We met the laboratory requirements in the hospital's achievement of ISO 9001:2000, ISO 14001 and OHSAS 18001 certification in 2002 and Joint Commission International Accreditation in 2004.

We are also being audited continuously by major Contract Research Organisations (CRO) and pharmaceutical companies for tests and clinical trials contracted to us and performed in our laboratory.
